Counterbore tolerancing

im trying to add a tolerance to my counterbore on a hole.  but i cant get it to show up..

here is my dimension callout..

@D  x 21.70

v &d79  x &d78

i need the &d79 to show the tolerance.  i checked the model, and its showing in the model.
